Two participation pages stood on this site with different classes and different rates, and neither said which one governed. That is a thing a person can reasonably rely on either way, so one of them had to become a pointer. This one did, on August 12, 2026. It is kept rather than deleted so links already written to it still land. The Participation Framework itself, the drafted instrument, is not published; it is listed with its status on the legal shelf.
