The pre-ratification change log

A draft instrument, unadopted. It continues the two changes indexes this estate already publishes rather than restating them, records what the audit of 2026-08-19 found stale in them, and carries three seed entries staged for the board. Entering a row here changes nothing: only the board act a row refers to can change an instrument, and only a minute evidences that act.

What this page is, and what it is not

This log is a draft instrument. Neither it nor any entry in it has been adopted. Entering a row here changes no instrument: only the board act a row refers to can do that, and only a minute evidences that act. Prepared at the commission of Todd Youngblood, Ventures and Operations Steward, for the board meeting of August 19, 2026. Establishing it is moved as Motion 3(c) of the board memo.

The steward's direction was to create and deploy a change log, informed by the log on techne.institute, audited and updated. This page is the continuation of a record that already exists in two places, and the first thing it owes the reader is an accurate account of where that record already lives.

What already exists, audited 2026-08-19

The change record exists in this estate and on techne.institute both. A working draft of this instrument said no change log page existed anywhere in the techne.coop repository; that was wrong, and it is corrected here rather than carried forward. This estate publishes both indexes:

This log does not restate those entries. Duplicating the record would be worse than not writing it: two copies of BL-01 drift, and a reader cannot tell which one a motion cited. The two indexes remain the record of v.1 to v.2 and are linked from every entry that touches them. This page carries the series forward from where they end.

The structure this log adopts, unchanged from the indexes

Each index is a table of entries with four columns: ID, Title, Section, Nature, where Nature draws from a fixed vocabulary (Blocking, High priority, Advisable, Clarifying, Extends, New, Affirmed, Diverges). Each ID anchors a detail block below the table carrying a Problem statement and a Proposed change with the from-text and the to-text. Cross-references are inline links by ID. This log keeps that shape so an entry reads the same wherever it sits.

What the audit found stale or missing in the indexes

Reported, not corrected. Correcting an index is itself a change, and it belongs in a row here once someone with standing directs it.

Problem. Section 1.1(c) defines a Community Participant as "A member with access to the Cooperative's programming and community events," which collides with the guild instruments and with the statute's admission definition at C.R.S. section 7-58-102(13). From-text verified 2026-08-19 against the published Bylaws v.2 page on techne.institute; the recorder should confirm against whichever text the board treats as the current draft before any vote.

Standing note on the ratification record

The June versus July ratification conflict, logged as the open reading at DOC-01·08, is answered, if the steward's statement of 2026-08-19 holds, by the finding that no final ratification has occurred at all. The published record is split on it. The techne.institute legal index says of Bylaws v.2: "Ratified by board vote, June 2026. Legally in effect." The techne.institute summary page says: "The Bylaws and Membership Agreement are v.2.1 drafts, not yet ratified, not yet binding on any member." Both fetched 2026-08-19. Both are pages this estate published about its own work, so neither is evidence of what the board did.

This estate's own legal shelf takes neither side: it carries the Bylaws as Drafted and states that the accounts of the mid-2026 verbal board action do not agree and that no minute supplies any of them. That is the honest position and this log does not disturb it. The answer enters the evidence chain only when a board minute recites it. Until then, every entry that depends on the Bylaws being a draft carries that dependency on its face, and whichever way the recital settles it, the page that loses must be corrected and the correction logged here.
